Dresser TD7E Dozer

I bought an early 80's Dresser Dozer it had been torn down and rebuilt , new pump and clutch pack . But when I go to push in 1st gear it wants to stall , engine keeps running but tracts just stop . Any ideas on where I should start looking to resolve this problem ?

remove the floor boards under your feet. start the dozer and put it in gear , at about half
throttle, place it under load. Watch the u joints there in the drive line. If it stops turning your
problem is in the torque converter there on the rear of the engine. If that shaft continues to turn
but the unit does not move the problem is in the transmission. All that AFTER you have checked all
fluids and filters. EARLY 7E had a separate fluid fill for the torque might be your problem. If

They were ale to take a pressure reading and the hydraulic pump is putting out 80 psi . The manual says it need 160 psi . what would you look at next ?
