You have to push the clutch lever forward all the way to apply the clutch brake in order to stop the input shaft going into the gearbox, if pushing the lever forward does not stop the shaft take off the round plate on the floor, engine stopped use a flash light to look at the clutch brake to see if the lining is there, there is no adjustment on the clutch brake, if the lining is worn too much you will have to replace it.

maybe the disc is stuck to the flywheel. whats the story here on this machine? did you have it working? was it sitting? give some info. i
never heard of a td6 having a clutch brake.
 
Are you familiar with crawlers? can you not select a gear at all? if that's the case you should back off the clutch adjusting ring a few turns, with the stop control in stop and the clutch lever in the disengaged position put the machine in top gear and hit the starter to see if it breaks free, be careful you don't run over something, see how you fare, about the clutch brake I never seen a 6 without one and over sixty years in the repair business I changed loads of those clutches and anyone that ever done one will remember it for life it was such a c*** of a job, will try to post a drawing from around 1960's parts book.
