Long time reader, first time poster.
I bought a case 1840 skid steer project machine. I had to put a few new hydro lines and rebuilt the twin pump for the drive system. The arms and bucket tilt were working fine prior to the replacements. After fixing the pump and lines, the arms will not lower, but the bucket tilt still works fine. I can lower the arms if I shut off the machine. Any help would be great.
 
Check the auxiliary hydraulic valve to be
sure it's centered properly, sometimes they
get out of adjustment and don't center
correctly and can cause that.
 
If you have replaced any hoses on the lift make sure they are not crossed as it sounds to be the oil cannot return while the engine is running and can when it's stopped, be careful with raised equipment while messing with the hydraulics.

First off, thanks so much. I got it all connected and sure enough if I press on one side of the auxiliary foot pedal I can lower the arms. But if keep it neutral or press the other side of the pedal, the arms won't move. Thanks again folks!
