Starting system on 1965 Case 450 Dozer

I went to start my old dozer the other day and the battery was so low that the starter could barely turn the Diesel engine over a couple of revs. I put the battery charger on overnight and tried the next day. I push the starter button and nothing happens. I have tried a different battery and same results. When I push the start button, I see that the amp meter shows a -13 amps. I am thinking that since the amp meter registers a -13, that the switch must be good?? I hear no starter solenoid click when I pressed the start button, so I have replaced the solenoid. That did not help. When I turn the key counter clockwise, I can hear the manifold heater relay click. There is a second relay that looks just like the manifold heater relay. (not sure what that relay is for) I hear no click from that relay in start or heat mode. Any Ideas? Thanks
 
bendex on starter jammed in flywheel, see if you can loosen starter to free it up. with battery charged it might turn over fast enough to start. It's happened to me.
 
The second relay is for the starter, the other is as you said for the heater plug, when you press the start power is sent to the relay, the relay closes and sends power to the starter solenoid which does two things, the first thing is it pulls a plunger inside the solenoid and engages the pinion with the ring gear, when the plunger jumps back to do that it closes a switch in the back of the solenoid and that sends power into the starter motor and it should crank the engine, if you have fitted a new solenoid to the starter you will have noticed a single wire on its own, take it off and use a jumper wire between that terminal and the main battery cable, (make sure the machine is out of gear) the engine should crank over, if not there is either no battery power or the starter has an issue, do what John said loosen the starter and give it a shake, if it does crank over then the problem is between the starter switch and that light wire getting no power, maybe the switch, maybe the relay, bad wire. see how you fare.

Should I hear a click from that starter relay when start button is pushed? I hear a click loud and clear from the heater relay.
 
The relays have the same part # so they are the same and you should hear a click, doing the test with the light wire terminal to the battery cable will bypass everything and confirm if it's the starter or the circuit, your machine should have circuit breaker button/s on the dash check none of them has popped out by pressing them back in, some machines had only one but depending on what lighting etc there could be more.
