Case 350 Track Loader - Need help

Im looking at a Case 350 track loader Im debating on buying.
The 350 is very weak pulling in forward. Reverse seems to be okay. Owner changed all the fluids and filters and made it worse.
Any ideas on what could be the problem?
Its a torque converter 350? Not sure if all were, but this ones labeled torque converter.
Also, it has no abnormal noises when in forward or reverse. Its just really weak in forward. Flat ground it pulls. But to weak to load on trailer?

Reverse it on to the trailer, pull it off, I answered your question before saying it was probably the forward clutch in the shuttle has an issue, with the other functions working ok the torque, charge pump and reverse clutch are ok it points to the forward clutch having an issue, it will have to come out, I suppose you will have checked there is fluid in it.
PS. Forgot to say the fluid is checked with the engine running on low idle, the transmission in fourth gear, the shuttle in neutral, fill it slowly, do not overfill.
