I have a wm2 Wagner end loader the lift is stuck fully out does anyone know how I can get it back down or why it is stuck any opinion is welcome

You say the lift is stuck fully out. I expect you are referring to the lift cylinder(s) being stuck fully out.

More info is needed.

Is the loader currently on your tractor (what tractor is it) and it stuck while you were using it? Or is the loader just setting on the ground, not on a tractor? You not saying the loader is stuck in the raised position makes me think it may not be mounted on a tractor. Are the cylinder rods shiny or all rust?

Those are single acting cylinders and come in (down, collapse, lower) by gravity and the weight of the raised loader when the loader is mounted on a tractor. If they are extended and the loader is setting on the ground you will physically need to push the ram in. The hose port in the cylinder barrel will need to be open, not plugged, and oil may come out when the rod is pushed in.

I'll take it the loader is up, first what happened, you lifted it up and it won't come down, there could be several reasons, could a cylinder have gone over centre, ie the cylinder is straight out and can't pivot, a cyl is damaged, a hydraulic line is squashed or kinked, the control valve is not is not moving allowing the oil to return, be very careful is you are tempted to loosen any lines, make sure there is nothing under the bucket and keep yourself safe as those things can drop like lead should you open a line.
