D 6 9U cable dozer malfunction

I have a D 6 9U with cable dozer that quit working. When I attempt to raise the dozer, the engine labors a little but nothing happens. When I
push on the lever to lower the dozer, it pushes really easy but nothing happens
 
That sounds like the brake is not releasing, the linkage could have an issue, have a second person operate the lever with the engine stopped and check out the linkage, the way the cable control works is the brake is on the drum at all times till the lever is moved, when the lever is engaged to lift the blade two things happen the brake is released and the clutch is engaged to turn the cable drum, when the lever is moved to lower the brake is released and the drum freewheels to lower the blade so its my guess the brake is not releasing, a word of warning do not work on the cable control with the engine running lot of people have lost fingers and hands as the cable control is live when the engine is running it's best to have someone that has experience to have a look at it.

No 24 unit on the front, or a 25 double drum on the back? Either way, the factory manuals for the units explain the procedures and the order to do them in detail. It has to be "timed" and the clutch properly adjusted. As was mentioned, all work to be done with engine OFF
 
Did this happen after sitting for a while or is this a long term problem? If it recently happened, it may just be stuck with a little rust. With engine running, keep working the control back and forth. It may break free. Mine did on my D6B.
