1974 Case 580B Shuttle Problems

I have a 1974 Case 580B backhoe with power shuttle. Recently it would intermittently stop moving or lose power when driving. Now it will not move at all in forward or reverse. The fluid level for the transmission and power shuttle are both good. I have removed the pump and suction tube for inspection and they both look good. The declutch pedal is very difficult to press when the engine is running but is normal when the engine is stopped. With the back tires lifted off the ground and the transmission in gear, when I press the throttle the wheels will very slowly begin to spin but can be stopped by hand so there is no power getting to them.

Looking for some guidance as to where to look next.
 
First thing what is the trans psi gauge showing with declutch pedal up? I have never ran into a issue where you get pedal resistance with engine running but works normal when off,,yet so far maybe it sounds like you may just have a control valve issue,,
 
Is there anything in particular that can be done to diagnose issues with the control valve? The pressure gauge while running is just below the green area, it was the same even before this problem started.
 
It is unlikely that anything mechanical is stopping the valve from moving,it is more likely to be an oil pressure issue,solid when the engine is running and free when it is stopped so oil must be getting behind the valve,it could be the regulator valve is jammed shut,have a look at it and see that its operational,

Is the regulator valve on the right side of the top of the control valve and secured on by 2 bolts? If so, if I remove the bolts will the regulator valve separate from the control valve? Is it best to remove the valve for inspection?
 
Yes it is secure by two bolts,below I hope is a drawing of it.

When I took the valve apart it was definitely jammed up with metal filings. I had the whole control valve off last year and did not find any metal filings in the valves on it when I checked it. I have cleaned up the valve and reassembled it and will install it next time I get out to where I have the machine parked. Any ideas where the metal filings in the regulator valve may have come from? Cannot seem to find a drawing showing the oil flow through the valves.
 
Metal filings is bad news and not easy to guess where they came from,examine the filters and pick up screen,by what you said the pump was making pressure so it is unlikely to be that,the filings can come from the torque or any other moving part,should say a bearing fail what it was supporting can be touching the housing or the like,some moving part is binding up,are the filings ferrous or none ferrous.
