D8 H 35a Cat won't start - might be decompression valves

We bought this cat, would like to get it off the property, but can't seem to get it running. The pup motor runs like garbage but when we turn the big engine over there is no difference in the compression go from Run to start on the lever. Any ideas?

check all the linkages on the decompression lever---may have to pull the valve cover to check in there also

I think the shaft goes right into the block and has detente s which pushes the rod that stops the rocker arm from closing the cable, Is it possible that the rod could be seized(is clearance that tight,
