Help with Throttle Issues

Hello,

Having Issues with a I3500 Backhoe. Has the D239 Engine and the Bosch Injection Pump. After sitting for about 5-Years I'm trying to bring it back. After getting new filters and fuel in it and replacing the return line off the injectors I got it fired up. The issue I'm having is that no matter where the throttle linkage is on the Injection Pump the machine will only idle. I get a little more RPM out of it if i out the Start/Stop/Run Fuel lever on the pump from Run to Start. Do I need to get into the injection pump? Any thoughts on what I'm missing?



I bled every fitting on the fuel system multiple times and let it idle for over an hour with no change in performance.

The throttle spill control valve is stuck inside, and when the throttle lever was moved the pin broke off that rotates the control valve. Pump MUST be handled with care, as Bosch has very little hard parts support for the VA AR, BR, and CR pumps. Had one in for repair last summer for the same issue.
 

Do you know where I can find a good manual for the pump so I can get it off without trouble? Also, interested in fixing another one?
