governor stuck

Cranked my 1965 Case 1150 dozer Saturday after sitting idle for about a year. When it cranked, the engine is at max RPM's. The throttle had no effect on engine speed. I was told the governor was stuck. Also was told that I could either tap on the inj. pump and if that didn't work, to take a nut out of the end of the pump and there will be a "fuel rail" that is stuck. Tap the rail and it should give control back to the throttle. I need help/verification here. Anyone got ideas or had to fix this problem before?
 
When Diesel Tech see this he will tell you what to do,Its got a Case 401 engine,Bosch in line pump with a decelerator pedal,the pedal is spring loaded to hold the throttle on full so after sitting so long the rack is probably stuck in that position,try putting it in the stop position while waiting for DT to advise.

Man don?t go no futher until somebody that knows what there doing can help you that is a run away engine and I have heard all kinds of things going wrong with them a guy even had a 4020 jd run away on him and the flywheel come out of it split the tractor in 2 and killed the man
