I am asking again. It healed up for a while now if it has weight on it can't get it up. Have to lift that side with hoe then will come up but not fast. Hyd pressure is 2800. Seems their is a check valve in the outrigger cylinders. Is this true? Where are they? Thanks.

Sounds like you don't have a parts or service manual to check. Search for "Case Parts Store Catalog-Case Construction Equipment". That should get you to the official Case parts store and their parts catalogs where you can find your model and the options you have. You can check the outrigger parts as well as the hydraulic circuit for check valves.

It's not clear to me what you mean, you say the outrigger is slow coming up,by that do you mean the that the cylinder rod won't retract to lift the out rigger to travel position or do you mean that it won't lift the machine up to stabilize it for digging, does the cylinder hold in position, the cylinders do not have a check valve, some of the mangle of hoses on those machines had quick break couplings, trace and check the lines going to the cylinder for couplings and with the pressure relieved check them,if there is room swap the hoses for a test.

Does your left side outrigger work properly, and does the cylinder housing have a block mounted on it with a steel line coming from the bottom of the barrel. If so that will be a lock valve for blocking the fluid to hold the cylinder in one direction until it is called for the valve to shift and let the fluid return in the opposite direction. That block has a check ball inside of it, check for pitting not letting ball shift all the way. Hope this helps.

We resealed a fair few of those stabilizer cylinders and there is no check valve in or on the cylinder, there is one poppet valve for each side in the control valve, that valve stops the return oil flow from the closed end of the cylinder till pressure pushes it open to allow the oil to return from the cylinder so the rod can retract, you would find that valve under the hose adapter on the bottom of the control valve block, all the equipment on the ground out of the way, relieve the pressure, take off the hose going to bottom of the valve for the side with the issue, remove the adapter and remove the valve, there were a few different types of that valve the principal is the same,if the drawing uploads readable you will see the plunger 5 pushes down on the poppet valve to open it to allow the oil to return,if that valve is not opening when the lever is moved to lift the stabilizer up the engine tone would change and the main valve blow off,if the problem is that the machine won't lift up when the stabilizer is put down then that's another story, and as you say you have to lift it with the hoe is why I asked????.

Just a thought,? but how are the pins at the pad arm?
I have seen them froze so bad had to cut them out, but the rod end would move allowing it to work.

Could yours be totally stiff?
