International 250A

First let me say thank you, I have an international 250a backhoe that sets a lot. Started it up after sitting most of the summer and when I put a load in the bucket the front wheels are very difficult to turn almost impossible, when I unload the bucket and lift it up off the ground the front wheels turn somewhat easier but not as easy as they used to. The last time I used this hoe which was in the fall I had no problems. The hydraulic Reservoir is full because I checked it. Just moving the hoe up and down in a straight line the steering problem is not an issue as I used it to plow snow in the winter time. Any suggestions on solving this problem as I use it primarily for loading firewood and without the steering it"s difficult to maneuver in the woods. I do not hear any noises coming from anywhere as I turn the wheels however when the wheel is turn hard to the right or extremely hard to the left of the steering wheel will pulsate when it is turned as far to the right or left as it will go no pulsating when it"s going straight however there does seem to be a lot of play in the steering wheel. When it is sitting flat on the ground with a load in the bucket it seems like the steering wheel turns but the wheels do not but they will eventually turn if you force them extremely hard right or left any ideas guys
Please forgive me for posting this twice but I am new to this form

I am not familiar with that model backhoe as they were not common in the UK so this is just a general opinion,it would be my guess that the machine has power steering and it is not working, there are a few different types of steering it could have, one type was the steering had it's own oil reservoir and pump that would need to be filled to the right level, the other type the pump was fed from the hydraulic oil,the third type the pressure came from the main hydraulics through a valve, look and see if yours has the reservoir and check it for oil,if it has the reservoir type the filter for the steering oil is usually in the reservoir, see what you got.
