IH 175B 1st gear and 1st rev not working

I am looking at a ih 175b it moves and steers good but it would not work in 1st forward or 1st reverse. I am not new to heavy equipment, but I know nothing about this machine. Any ideas if it is somthing major or a simple solution. Do not want to buy it and stick thousands into right away.

It's a tough call without some testing and trouble shooting.

I will say that the reverse and forward clutch packs are on separate shafts. So, if internal there are two separate clutch packs with a problem which is somewhat unlikely. Selector valve, (external) could have a spool stuck or broken spring. Hard to tell without some testing. Could be an expensive repair if you have to go inside especially if you have to hire it done.

Clutch packs in the transmission, I know a shade tree that gets 4 grand for rebuilding the transmission, doubt if you can get out for much less un less you found a running takeout transmission. NOT likely to be external but check the shift valve.
 
Unless you have the mechanical skills to do the repair yourself it could be a costly venture,the 175B had a powershift two speed transmission with a high and low range giving it four forwards and four reverse gears,the first and second speed gears are used by both forward and reverse,by having second gear working normal it means that the charge pump,the torque converter,the forward and reverse clutch and second gear is working,the first gear has an issue,to predict what's wrong it would help to have more info from whoever was using it,did the problem happen suddenly,or did it happen slowly over time,say if the clutch pack is worn out it would not have happened overnight and would have been noticed by the driver,if it happened suddenly it could be loss of pressure to engage the clutch or something in the clutch let go,a pressure test would be my first move,then look at the oil strainer to see if there is any debris in it,what are the tracks like,is the engine good?.
