International 100 series E track loader

My track loader has steering issues, will not pivot turn or turn with clutches. Hydraulic loader seems to work fine. I can turn with steering clutch in about 40 acres. I know that brakes can be adjusted externally near the sprockets. Don't know if this is a hydraulics problem (since transmission/steering is separate system from bucket hydraulics) or if I have bad brakes/clutches. Seems curious that the entire steering system seems to be inoperable. I believe the 100E has similar steering system as TD-7 & 8. Anyone have ideas?
