Case 1030 3 point hitch

I posted a while back about the PTO issues with my 1030. Since getting it back from getting the new PTO clutch put in it the 3 point hitch has been weird. The 3 point quadrant lever has about 12 inches or so of travel from the lowest point to full up position. When I got it back the three point arms would go from full down to the full up position with only 2-3 inches of travel on the quadrant lever. I tried to adjust the load depth lockout and sensing lever between the four hole positions and this made no difference in how it worked.

This week when I tried to use it the 3 point arms won't lift an implement with weight. They will start to lift a little bit, but as soon as there is some weight on the arms they stop. (I've got my 3 point logging winch on them.) I changed both the transmission and hydraulic filters and this made no difference. The hydraulic remotes work normally, so I don't see how this could be a pump issue.

To me, it seems like this is a linkage issue, any ideas amongst the brain trust here? I'm wondering if something was messed up with the controls when the pto clutch was changed.
 
Taking off the rear housing shouldn't have anything to do with the three point. Rectangle cover on the right side under the floor plate has three valves in it that may need to be cleaned.
 
The only thing that a PTO removal would affect the DOM would be the link up under the tractor above the drawbar that fastens to the vertical shaft that feeds back the position of the lower 3 point arms mounting shaft which has a spring tension preload. If that has been bent or possibly forgotten to be hooked up even. Nothing else should have affected the DOM other than that associated with the PTO repair.
 
Normally that is true, except that they had trouble when re-installing the PTO clutch and did end
up taking the top cover off during the process to see what was going on with the clutch.

The problem with the clutch was the shaft for the PTO break had some significant ridging on it
and wouldn't allow things to slide when engaging the PTO. They could assemble the clutch on the
bench and it would work perfectly. When they would install it in the tractor it would bind up
and wouldn't engage. They couldn't locate another shaft so ended up removing the PTO brake.

I've contacted the place that did the work since the post the other day and they are going to
stand behind it and fix it. That's also when they confirmed they removed the top cover during
the process. With having removed that I suppose there are a lot of potential linkage problems.
