1969 case 430 pto problems

Hi all I'm a new member
I'm currently have a 69 case 430 and my pto stalls under a very small load I'm wondering if anyone can tell me how to adjust the pto clutch and or is it possible to convert to a live pto instead . When I say small load I mean it won't even run a single row hay rake other than that the old girl has no issues best tractor I've ever owned .
