Case VAC Shifting Forks

I have a Case VAC that will remain in fourth gear when I shift into neutral sporadically, but not all the time. So I'm looking at the shifting forks, and they seem to not be damaged. The painted unit is the one off of my tractor, and the unpainted unit is another one to compare. Notice that on the original unit, there are three spacers on the shifting rails (blue tape) on the other unit, only one spacer. The original has been messed with, the lockwires are missing, while the extra unit has what appears to be the original lockwires. My parts manual doesn't even show the shifter assembly. Any inputs on what the spacer configuration should be? Hate to buy another manual, I won't be keeping this tractor, but need to get this fixed. Not safe! Any inputs appreciated!

Thanks for the parts breakdown, Joe. So I went ahead and installed the unit with only one spacer (on the reverse shifter rail) and tested it many times, and it works just like it should. Feel better now, I'm donating this to the Maine Antique Tractor Club to use for this years raffle tractor. Wanted to make sure there were no unsafe surprises for the new owner. Thanks again!
