My DB diesel will not shut off when I turn off the key and shut off the fuel lever. Should the fuel lever alone shut off the tractor? Or is it electrical? Can anyone tell me what could cause this problem?

The knob that you lift and push in should stop the engine. Decal by it should say " to stop lift knob and release".

On DBs, out is run and in is stop.

Sounds like you tractor has had a hack working on it with the electric fuel pump. The right pump is available and cheap, not sure why someone would install and electric pump.
