2390 Brakes locked

Hi guys Need help 2390 right brake wont release making it hard to move Do I have a master cyl problem or a brake problem THANKS
 
is this something that happened as it was being used or a tractor that had been setting for sometime, I'm just getting done working on one
that was like that when I bought it but it had been setting for a few years prior, is the brake pedal stuck(hard) or does it still move? The
one that I had the spools in the brake booster had gotten stuck causing a stuck pedal and locked right side brake, to get it loaded I removed
the bleeder screw on that side, it will continue to leak oil out of the bleeder the whole time its running but it did let the pressure off so
at least it would move and I could get it on to the trailer and then into the shop at home.
 
THANKS I just got this tractor I think it has been sitting for a year I have a service manual and I will check it out
 
Well removed brake valve top of the valves rusted shut tried soaking them in rust remover still stuck so I got a used one on line and it looked a lot better than mine I did not rebuiled it it had clean oil coming out of the ports and the valves worked I installed it . Started up the engine to purged the air had a little noise some where under the cab like air purging now I have no P/S or brakes tractor will move have a little noise now when I hold the clutch down Thanks
