Case 595 hydraulic shudder

I have both a 485 and 595 case 4x4. The 595 has had a new pump installed last year and then it was parked all winter, spring, and summer. I started it up last week and there was a shudder seeming to come from the steering that happened above idle. Also the FEL was very slow and jerky. Same thing when I turn the steering wheel. I drained fluid and it was very milky even after just changing it last year and only putting 100 hours on it. If does sit out, but has since 1991 and never got water in the system. I’m waiting on filter, but just wondered if anyone had any ideas. Seems like fluid is bypassing somewhere and getting hot.
 
I believe it sounds like a suction leak, the leak is allowing air to get into the pump it sounds like from your description.The pump hangs inside on the back of the multi control valve just ahead of the left rear axle housing.
 
Since I only use this machine four two months out of the year
with a rear mount long arm mower, could I get by with
overfilling the system? If so, how many gallons. Thanks.
 
I work for the State and got a new machine two years ago. They didn’t say I had to give up the old 595, but I can’t spend any money on repairs either. When it quits this time it’s going to auction. Just wanted to explain my reasoning for the quick “fix” instead of a true repair.
