2290 remotes probloms

Hello I have a 2290 that has a little bit of remote psi on all 3 circuits. to get the pump going i have to step on the clutch or move the power shift control . but that only works if it is below 1000 rpm any higher rpm and it just kicks out/ stops working, I have changed the compensater and have also oped well running the signal line at the comp with the control pulled and there seam to be decent flow. it a 2 speed power shift no 3 point. it drive and steers fine has brakes. any thoughts thanks
