I can double check that CM but I do not believe the new nuts are down to the end of the threads. The clamps all were tight on the hub. No loose nuts either.

Even the clamp that had loosened up a little previously was still tight to the hub. I had already taken it off once previously and added a little to the outer surfaces where it engages the wheel but I did not do the 2nd wheel clamp. Pretty sure that's the one that is slipping a little, now.

For what it's worth I leaned pretty heavy on a long 1/2 breaker bar with a piece of pipe over it. None felt like they were stretching or beginning to let go at all.
 
CM, yes all new bolts. Sorry I did not respond sooner. I saw you posted a reply to my starter question and it jogged my memory.

To be honest I wasn't sure if I had replaced all the wheel bolts but yes I found the bucket with the old ones in it. I usually save old hardware for non-critical applications.
 
I finally got the tractor running again after rebuilding the starter motor. I took off the remaining wheel clamp that I hadn't added material by welding where it contacts the hub. After putting it back on, the wheel no longer clunks. After a couple of days of use involving numerous trips back and forth between a pile of downed trees and the wood pile, it's is still tight.
