Spent a little time tinkering with my new to me 611B. I spent most of my time fiddling with the carburetor. Then I moved on to the eagle hitch. The lift arms will go up just fine, but will start bleeding down right way. It's not the piston seals leaking. I check the fluid levels after I cycled it several times, and the torque tube never lost any fluid. Another thing I noticed is that the engine rpm will increase slightly while the eagle hitch is being raised. While the lift arms bleed down I can hear the engine labor a little again. There may be more than one issue with the hydraulics. The linkages on the control valve end are all jacked up. The remote hydraulic lever doesn't move anything at the valve end. Would messed up linkage cause the problem I described with the eagle hitch?

L. if you are sure the piston is not leaking check the interlock block on the remote valve, those tractors have a positive interlock that keeps the hitch from being actuated with the engine off, if all is well with the interlock the oil cannot get back through it, Regarding the valve problem, check the roll pins in the linkage where the shafts engage the valve actuator levers, they were an issue.
