Case 1390 hydraulic rebuild?

I'm looking for some input from people with more experience with hydraulics and these tractors then I have:

I have a 1390 with a 2 valve 15.3 GPM hydraulic system on it.
I have a FEL that runs off one of the remote valves, the other is free. I've never had a lot of power with the FEL since I've had the tractor but it's worked well enough. Recently I bought a TB one cutter that attaches to the FEL and runs off the hydraulics, it's rated for 9-14 GPM but I'm finding that even if I turn off the hydraulics to my 3 point hitch, I still don't have enough power to effectively run this peace of equipment.

Am I right in thinking that I need to rebuild my hydraulic pump? I've cleaned/changed my filters and fluids and I have even added extra hydraulic fluid due to the added lines with the new cutter attachment, but no success. I know I have some hydraulic leaks with my rear 3 point arms but considering I shut those off then that shouldn't matter right? is it the remote valves I need to rebuild? Is it possible that I am just not running my RPM high enough? My tach is broken so I have no way of knowing what I am running at.

Any info is appreciated. Thanks
 
Personally,I would start with a hydraulic pump flow test.,if there is wear or failure in the system,it will show.
