I have a DB 1200 the lift arms go up every time the engine is started, the controls do nothing. It has been sitting for years. I removed the caps over the valves near the hydrant but how do you get the valves out? Is there a place I can push them up?

The hold and bypass valves(the ones you have the caps off of) can be removed by wedging a wooden dowel rod down into them after you pull the springs out.

I don't think that they are the problem though. Probably have to pull the valve body out to get to the "spool" or "latching" valve.

Arms go up but the engine doesn't labor doesn't matter where the control lever is doesn't affect up or down and when you shut motor off it slowly goes down

It goes up then you hear the engine laboring?

When you shut it off with the arms up, do they go down if you let the lever down?
