So i can see that there is bls a gasket there and its blown out. Is there supposed to be oil in there? I cant find reference in the manual.

Yes, that housing is "wet". Serves as the Converter housing. We keep the Bell housing gasket in stock. Do yourself a favor and don't even consider silicone. We are working with 2 customers who have Converters messed up because silicone was used as a sealant.
 
Story about silicone sealer: Once bought a VW bug for $50 because nobody could cure the oil leak. Bugs had a slinger-type oil seal at the pulley, oil just hits a disc and gets slung off that then drains down a hole. Previous owner had sealed the motor with silicone and plugged that drain hole. Moral of the story is that silicone can be used, even if the machine was designed before it existed, but it must be used properly and most folks can't manage that! My PTO housing has a 1/4" bead of blue glue all the way around it and I'm afraid to look inside. Not sure about Hy-Tran but ATF will attack silicone and it won't set up in the presence of gasoline vapor, so if you don't know what you're doing with the stuff DON'T DO IT! As usual John's advice is spot-on.
 
Kevin: Thanks for your confidence. I tell the guys, where there is a pump, or anything more than gears, don't use it. In a straight tranny, just gears & bearings, it's probably OK. My preference is the Red Silicone. Where the machined surfaces are really precision, Anerobic Sealer is OK, and in fact, CASE used it. For instance, what comes to mind is the 2096 PTO housing, CASE doesn't list a gasket, and says to use their Anaerobic Sealer. Any of that, that leaks inside will simply mix w/ the oil. Very expensive though.
