Case 401 fuel pump question

My brothers 400 sat a few days. When he went to start it it wasn?t getting fuel. Took the governor cover off and pushed the governor linkage ahead and will run. But slowly throttles down and will not respond when movin throttle linkage. Seems like something is broken between where the throttle spline shaft goes into the pump and where I can push on governor. Any thoughts?
 
You sure it's not just sticking? They are known to stick and need to be freed up. Try working it back as forth a bit to see if it loosens. If you take it apart watch for tiny parts to fall out, and it will have pressure behind it do it may pop out at you.
 
I've 2 400s and both have been known to stick over the years, if they sit to long. I've just sprayed carb cleaner to free things up.......
