air cleaner tube on a vac

Are Vac's prone to taking on water through the air cleaner? I don't use my tractor that much but when doing spring changes there was about 2 1/2" of milky mess in the aircleaner cup. My tractor sits outside. That aircleaner looks like it might take in rain for a sideways rain. I will start putting a bucket over the top of the aircleaner, unless it is ALL from condensation. I figure about an inch of or more of water was in there to make the level that high.
 
I've never noticed that on my VAC. Yes this time of year it is in a shed but in the summer it sits out side with a hay rake on its tail
 
Mine was in the shed all winter for painting. So all the water in there got in spring/summer/fall of last year
 
I'm guessing the answer must be yes. I've yet to see an air cleaner cup that didn't have rust holes in the bottom or evidence of repair.
