Vai gear ratios

So I have a 49 vac row crop that I tractor pull it has 38 inch rear rubber and in 2nd gear it runs way to fast for our mile per hour class. I have found an industrial less than 30 miles from my house that I can buy cheap my question is,"would the vai have a slower ratio in the rear end or transmission?" Thanks and all help is greatly appreciated

This tractor has a 201 gas out of a combine that has been bored and stroked so torque is not an issue

Then I'm to slow I pull 8 miles per hour and first puts to much torque but not enough speed second puts my torque right at the rear wheels but is to fast I'm at 10 miles per hour in second and 6 in first going down the track

Not sure how to slow it down but I do know if you put bigger tires on the Vai they are scary fast

Not likely as it should have 24" rubber, which will slow it down. Neighbour's vai has a different shift pattern vs dad's vac13, maybe there's a difference in the trans gearing.

may use first gear with a vai as I think it would be faster.
