430 Case power steering

I have a 430 Case ag tractor with a front end loader. The
steering is real stiff. I have greased and oil and moved
everything around several times but it has not helped. The
power steering resivor is full of fluid but it looks sort of white
like there is water in it. The tractor set for about a year not
moving. What would help ? Thanks
 
The power steering on 430's had many changes from the first production with power assist, (also different front axle conigurations) to full hydrostatic steering in the later years of production.
Much more info. needed.
