1690 steering problem

we just bought a 1690 tractor at a sale sold for a bad engine we bought for parts but drained water off top of pistons tractor fired right up seems to run fine every thing works but will not steer sitting still can steer while moving pump full of oil where is the best place to start looking for the problem on this tractor thanks for any suggestions

Those power steering pumps seem to be only good for 2500hrs or so. Im going to say weak pump as you can steer it while moving but not sitting still. Thad

does the tractor have a loader on it or front weights? the sad thing about it is, you couldn't turn them when they were NEW. you had to be moving to steer it on the 1410 1490 or 1690 two wheel drive tractors. 1494 1594 were a little better.

thanks for the replys tractor don't have loader or weights I guess I will try to check pump pressure, putting up silage may have to wait a while
