I have removed sending units before that show small spots of surface rust, but this one takes the cake. Top to bottom its the same. You would expect this coming out of a water tank, but not a fuel tank. Tank is clean inside and when I drained it there was very little water that I noticed. This is out of a 2590. Rod.

It looks like it attracted all the minerals in the tank. That's why your tank was so clean.
