I need help

I am helping my neighbor work on his 870 Case tractor, we changed the clutch and everything works well there. What we are having problems with is the power steering, at first we could steer the tractor without power steering, we found the pressure relief valve not working and so we rebuilt it, then we found the rear pump not making the amount of pressure it should, so we rebuilt it, now the steering does not work at all. We have run out of ideas and places to look, we can"t find anything else in the book to check. Does anyone have ideas for us to check or what to do to fix it? Thanks,

Does the 870 have power brakes? If so do they work properly? What about the steering is the problem?

No power brakes, it has hydraylic brakes (two master cylinders) at first you could not turn the front wheels while that tractor was setting still, you could steer it while it was moving but it was not with power. after the rear pump was rebuilt the front wheels don't turn at all.
