530 P/Steering contaminated

Hello. I am doing some work to my newly acquired Case 530CK Loader/Backhoe.
I dropped the tank to cleanup the diesel fuel system and had to undo the two power steering metal lines underneath. The fluid came out was definitely water contaminated.

Question: Where could the water be coming into this system? It is contaminated in both lines and to the pump reservoir.

This tractor was dropped off non running. While removing the tank, found that the steering has little pressure to the left, none to the right (engine off). Also, while turning the wheel a “clicking” sound could be heard in the manual pump. With the fluid now "almost" drained (due to the lines removed) the click is nearly gone.

Question: could the contaminated fluid have caused the weird steering and clicking? Or should I be on the lookout for something more, and should inspect something?

Whats the best way to totally flush this system (especially the pumps and control valves)? Thanks! PS-this is the tractor with the two front steering rams.

I'd really like to stop getting water in there...and would hate to refill it fresh just to find it dont work and couldve fixed something while drained and accessible.
 

Drain as best you can and change the filter and get it working, the clicking you describe is normal when the system is dry, heard it a lot. You may have to work to get it bled, raising the front wheels and moving them manually from side to side is often helpful while someone turns the wheel. After it is working, drain the reservoir a couple times to purge the remainder of milky oil out. mEl

How is the water getting in to this system? I'm going to take a guess it might be a bad water seal up in the steering column?
