970 brakes

I took the brake lines apart on my 970 because I pulled the top cover off my transmission. Now I cant get the brakes bled. When the pedal is pumped no pressure ever builds, all I get is air bubbles. What would cause this problem? I was thinking maybe the brake valve under the dash. How do I fix this problem?
