2390 Surging After Rebuild

My neighbor I work for part time had his 2390 rebuilt at the local CASEIH dealer.
New pistons & sleeves, rebuilt cam, rebuilt turbo & injectors.
After the rebuild the tractor surges when running and it did not do that before he took it in, They are stumped on trying to correct it.
Any ideas out there on what it could be?

about your surging engine ? hunting goveners are usualy caused by a soft spring.try titening up spring tention or lincage to govener. Bruce
 
at rear of injector pump there are two capscrews .Top one is small next one is larger. Remove it an with engine warm an idling turn the screw clockwise till you hear engine idle increse than lock with thin lock nut an than replace cap.That should fix it.
