Along with faulty primer, especially the newer "umbrella type", the brass return line tee at top, side, front of pump could have a leaking check valve, which is what I find most often. Tee is very $$$$ thru Caseih. Have gotten replacements from salvage and Spencer Diesel in Iowa.

the hand primer pump on the injection pump has nylon disks in it that act as a check valve and will allow bleedback, over 10 years ago I dealt with the same problem on a 4490.
