DC ground speed questions

My dad has a DC that goes 3 MPH in 1fst gear wide open. It will go 4 MPH in 2nd. The DC have a 38 tooth rear sprocket. What will the ground speed do if he changes the rear sprocket to 31 teeth sprockets out of a DO?

It should go 22.58% faster if nothing else is changed. The chain will have to be shortened.
Just doing the math. I looked inside mine once, but just to find a dropped tool. I did tighten the chains just a little bit while I had it apart.
