480B shifting

I cannot get the high low selector to go into low gear (i think its low, all the way down to the floor. I can push it down, and finally get it to go into low, but it will pop out. There is a big gap between low and high that will make it just grind. Also, can you shift while moving? (it has the shuttle transmission between forward and reverse). Its hard not to stall out the engine when shifting into 4th (highway gear) without really letting the clutch slip. Also there is a little lever by the floor that appears to be a pto lever, but the tractor does not have a pto. Any ideas on what this is for?

I have a 580B and I think about the only
difference is the engine size. If the little
lever is on the right floor board, it is the
diffential lock. Only engage it if the tractor
is not moving. On my tractor the hi-low is
down is high and up is low. I think you will
have to dismantle enough to take the cover off.
Something does not make sense. You can go to
the case-ih site and get a parts blow up on
line. The more I think about it I have a 480C in
the back for my barn. Will check it only has
1200 hours. If any different will respond in
about 3 hours

Its not the diff lock, this is on the side of the transmission housing. Everytime i go to climb under there to see what it connects to it starts to rain, or i have too many other projects to mess with and dont think about it.
