clutch problem with case 1570 tractor

I have a case 1570 tractor and the powershift works fine. The problem is that when letting out the clutch the inching part doesn't work. The clutch engages at the end of the pedal with no slip at all. It makes it hard to start out. After the tractor starts moving the powershift works fine. Could something be out of adjustment or is the inching clutch bad?

I would start out with checking the modulator poppet in the rps valve.

On the right side of the tractor is the RPS(trans control valve). Locate the selector spool that the cable from the shift lever hooks to on the valve. On the bottom of the valve housing below the spool is a plug. Remove the plug, springs, washer, and the poppet. look at the end of the poppet valve to see if it is dammaged, if so replace.
