I had this same situtation last year, and mine turned out to be just gunked up from old oil and sitting around........your weights could need replaced...... but putting a flexi hose on a can of carb cleaner and spraying through the oil fill hole towards the distributor might free them up if they are gunked up like mine .....is a heck of alot simpler than tearing the governor housing apart then re-timing it.

The arm on the carb might be loose or worn like what mine was before I fixed it.
