I think you're looking at the shifter for the belt pulley unit. WHen equipped with the belt pulley, a rod extends from that lever out through the dash. There should be a small hole on the lower right portion of the dash that has a plug in it. The rod passes through that hole and there is a knob on the end for putting the belt pulley in and out of gear.
