the inside bearing and seal should come off with the wheel hub when u get that off u take a hammer and drift punch and knock out the bearing and seal back towards the center of the tractor hope i didnt confuse u

The seal and bearing is captured on the spindle and stays on the spindle when the hub is removed. The seal seals on the hub and not the spindle. First one I seen like that. It seems logical to use a puller but was unsure. Destruction of both are probably the result. Previous experience with front wheel bearings are what you described.
