Once the eight bolts are out, the rim should come off. After years of being in the same place, it may take significant force to get the rim loose, however. There is very little clearnce between the hub and the center of the rim. Rust can make the hub and rim seem like one! Taking the tire off the rim is another major task. The Allis rims have only one step down instead of two like Farmalls and John Deeres.

Assuming you are trying to get it apart at the center axle flange where the wheel bolts are and not at the cam locks, here is the method I used.
I rigged up a wheel puller using two large carriage bolts through the empty wheel weight bolt holes in the disk part of the wheel and then through a bar with holes which was actually a Ford drawbar from an 8N, the kind that goes in the 3 point hitch when there is no regular drawbar. Then I put a chuck of 4x4 between the bar and the end of the axle and tightened the 2 bolts until the wheel popped off. I also soaked the wheel to axle joint the day before. Any heavy bar would do. You could sub a short chuck of large pipe for the 4x4.

I had previously tried the beating it loose method.
IT took a tremendous amount of force. The 4x4 was crushing.
