Waterglass is still available at a pharmacy store. It is used in casts. Waterglass was mainly used to seal leaky head gaskets or small cracks in the head or block. The waterglass will not not seal sleeves as the sleeves vibrate when ignition occurs. Pull the sleeves and replace orings. Check sleeves for pitting if there is any replace them. Check block and sand with emery paper till smooth. Install new sleeves with oring assembly soap or pure vegetable oil. I would pull sleeves and forget trying to seal with some type of sealing compound.
