If you hear grinding when you try to put in it gear, that would be due to the bush hog back driving gears in the transmission. The bushhog rotor acts like a big flywheel although you have put in the clutch, it takes a long time to coast to a stop. Meanwhile it is turning gears in the transmission that you are trying to shift. This flywheel effect will also drive the whole tractor forward if it is gear, making it impossible to stop quickly. The brakes have to not only stop the tractor but the bushhog rotor as well.
The solution is called an overrunning clutch. It is a PTO accessory available in most farm stores that goes between the tractor PTO and the mower. It allows the mower to freewheel without driving the tractor PTO shaft and gears in the transmission.
Be careful to check the size of the PTO shaft spline and your bushhog compared to the shaft size of the overrunning clutch. Most tractors have larger size shafts than the B. You may already have a size adapter on the B to fit your bushhog.

Yes, I think $70 is a fair price. Please do this. It is not safe without it.
