Question about throttle and linkage

Recently got rain water in gas tank. Dealing or dealt with that. During the draining process I noticed that my throttle doesn't close-off when the lever is in its version of the 12-o'clock position which is more like 1 o'clock. Should the fuel flow be completely stopped? Changed the linkage rod setting 3x and there was still fuel running. Only stops completely if the valve at the fuel bowl is closed. Is this normal?

The 'linkage' was welded with a U-piece at some point to accommodate a power steering unit that I wish still worked. That's why 1 o'clock is lowest fuel. Photo shows closed throttle 1 o'clock position.

At the throttle lever position in your picture the carb throttle plate should be in the idle position. The throttle lever does not shut the fuel off. It sets the governor which operates the throttle plate in the carb to control engine speed.

If you've adjusted it three times, you've got it screwed up now. On the vertical rod...move the trunnion UP 1/2" to 3/4". You shouldn't be as far off as you are. Get it closer to straight up because you'll lose top RPM's the way you have it.
 
I'm confused. Are you expecting the throttle lever to shut off the gas entirely? All it's going to do is change the idle speed. To physically shut off the gas you need to turn off the valve in the sediment bowl.

So gas is leaking or running out of something and
going on the ground or floor? If so that something is
the carburetor. What has happened is that you have
dislodged some crud, dirt or debris whatever you want
to call it by working on the fuel tank and lines. That dirt
we will call it has gotten into the needle valve and seat
in the carburetor and it is not stopping gas flow when
the float for the fuel level inside the carb reaches the
proper level. It will need taken apart and cleaned to
return proper function. It would probably be the best
$45 you ever spent if you bought a repair manual for
your tractor, see link.
