Should there be a spring attached to the carberator to control the govener?my wd wants to run wild.its a 1949.thank you.7

The short answer is NOPE. If it truly runs away with only an inch or so of hand throttle movement off of a dead idle, that generally means the governor weights have exploded. This is especially true if it was fine and then suddenly ain't fine. If you just bought the tractor and it was like that, I'd still check the governor weights, altho it could just be a badly adjusted governor.
 
Thats exactly what it does when I try to give it some throttle.are the magnets something that I can replace and where could I get them?
