Allis D10 starter

I have a D10 12 volt. Starter began giving me trouble. Would spin slow, then fast, then slow again. It finally stopped altogether. I replaced both end bushings as they were worn out. I also replaced the brushes. Armature checks out good using the three tests. Field coils show good. I reassembled and bench tested and starter spun several times (by passing solenoid). Installed on tractor and no spin. Removed to bench test again. Starter will not spin (again bypassing solenoid). What am I missing?
Second question: it appears that a Farmall M has the same armature as the Allis. They both use Delco starters. The M uses a remote solenoid and the Allis is bolted to the case. I want to know if I can use a Farmall starter and just change the nose cone? Its the difference between a $135 starter for a Farmall vs $300+ for an Allis. I would just use a Forf car type solenoid to overcome the lack of one on the Farmall.

If you dig deep enough into the link below you can pull up a "Bill of Materials" (BOM) that will list the Delco numbers for each part of the starters.
